Black people first began leaving stickers and price tags on their clothing to show people how much the things they own cost. In negro culture, not many people can afford new clothing so leaving the label on a hat is a pretty big deal to them. It signifies that they can afford (or steal, I suppose) new things.
Most black folk have used things that they purchased from Goodwill.
